PROFFESIONAL EDITING OF FINAL E-WIP -1 SURVEY REPORT

Terms of Reference for hiring of Trainers to Financial Literacy Training
Background and Context  The Network of Women in Politics (NOWIP) is a formation of authentic women in politics that support each other in engagements that increase their capacities to ascend in the electoral processes at the local, state and national levels. The Network focuses on empowering women politicians to become game changers and change agents by correcting the large-scale gender imbalances in the use of digital spaces for governance in the country. From December 2020 to April 2021, DGF worked with the Uganda Media Women Association – an existing Partner to implement a project with NOWIP to build the capacity of women aspiring and already in politics to use social media as a tool for advancing the women’s agenda and amplifying their voices in the electoral process. This was a pragmatic response by the women politicians to participate in the revised elections roadmap by the Uganda Electoral Commission (EC), which issued new guidelines for the campaigns that were going to be conducted primarily online or what came to be known as ‘scientific elections.  This measure was influenced by the COVID 19 lockdown that limited movement, congregating people and generally the mode of campaigning.   The project trained more than 600 women aspiring candidates, media practitioners, selected government and non-government actors purposely to improve the Electoral Environment for women contesting in the scientific 2021 Elections. 47 MP’s and 338 women councillors won the election. It would be interesting to learn the contribution of the project to the wider women constituents aspiring to join politics at different levels, why social media presence of women leaders matters, how social media can be used to enhance women’s participation and representation in their positions, how women leaders can prepare best for cyber-harassment etc. The methodology for the evaluation will be an online survey targeting those that went through and those that did not make it plus focus group discussions with women and youth politicians at different levels- local and Parliament.     NOWIP wishes to procure a consultant who will support in providing professional editing services and proof reading of the Final E-WIP-1 survey report  These terms of reference give a detailed background of NOWIP, rationale of the assignment, objectives, scope of work, expected deliverables, time frame, consultancy management, competencies of prospective service provider, performance indicators, proposed work plan and how to respond to these terms of reference.  
The objective of the assignmentThe main objective of this assignment is to provide professional editing services  and proof reading of the NOWIP final E-WIP -1 Survey report
The specific tasks to be undertaken by the Consultants (TORs)The selected consultant will make use of the complied survey report to compile .edit and proof read the final E-WIP-1 Survey report

Consultancy firm credentials                     Performance indicators for consultants    Must provide a professional CV in line with the assignment with (3) three referees.At least 5 (five) years of consulting experience in professional editing Proven experience of  in designing statistical content Proven experience of training with e- learning platforms.Proven evidence of at least three similar assignments in any organisation.Strong reporting, communication, documentation and presentation skills.   Suitability of the consultancy shall be assessed on the knowledge and experience borne in the field of professional editors  Additional assessment criteria include but not limited to adherence to set timeframes in implementation of the set activities, responsibility; innovation and initiative; communication and quality assurance (value for money) compliance in the delivery of required output.   
  Guiding Principles      The guiding principles that will be used during the  consultancy  will include but not be limited to the following;   Accessibility: Eliminate obstacles and barriers and ensure that all participants access trainings. Inclusion: Making sure that all selected participants benefit from the training equitably. Diversity: This principle recognizes respect for difference and acceptance of persons with disabilities, different sex, color, tribe among others as part of human diversity and humanity.   Dignity: This refers to requisite humane treatment and respect of all categories of training participants.Equality: With Equality, all participants should be treated and protected equally regardless of their status in all spheres of life (political, economic, social and cultural). Equal opportunities responsiveness: Refers to the deliberate efforts providing equal online access and training for all the Participants.   
Methodology             Management of ConsultancyThe prospective consultant is expected to use the downloadable survey reports to populate the final E-WIP survey report, the Nowip E-WIP -1 End of Project report and other project related material.     Adherence to Ethical and professional standards is a requisite in this assignment. Where cases of unsatisfactory performance are noted the NOWIP reserves the right to halt the contract within 24 hours, pending discussion to resolve the matter.  If an amicable solution is reached, the consultancy firm can resume work first mending the previously contended work and continuing to completion. The conditions of remuneration remain unchanged. If, however, the matter is not resolved as above, the NOWIP reserves the right to terminate the Contract through formal notification immediately after the failed discussion to resolve the matter.   
  Total Number of Man days  The consultancy will be executed within a period of (10) days.
